He is wearing a dark suit and pants with a handerchief in the suit jacket pocket, a white shirt, and a dark tie with wavy patterns on it. In the center is a man, with his head turned toward Byrnes, wearing a dark suit and pants, a white shirt, and a tie with a white checker pattern. At right is a man wearing glasses wearing a Russian military uniform; he holds rank of major general. Six other men wearing Russian military uniforms are visible in background. The vertical and horizontal stabilizers of tail of a large aircraft are visible in the left background. In bottom left corner in circle in white is "Signal Corps U.S. Army" with crossed flags symbol of Signal Corps.
